The Sustainable Mobility Act 2025 has already been approved in Spain. If you have a company with more than 500 employees or you work in corporate mobility, this interests you: we explain what the law implies, its deadlines, benefits and how TRIBBU, the app for car sharing in companies, can help you do it without complications.

What is the Sustainable Mobility Act 2025?

This is the new Spanish standard that promotes cleaner, more equitable and connected mobility. It was approved by Congress in October 2025 and establishes, for the first time, specific obligations for companies and administrations in the area of sustainable transport.
Its objective: to reduce emissions, improve energy efficiency and promote collective and shared media.

Obligations of companies under the Sustainable Mobility Act

All companies with more than 500 employees (or 250 per shift) must develop and implement a Sustainable Mobility Plan Within a maximum period of 18 months since the entry into force of the law.
This plan should include measures to:

  • Reduce individual use of the car.
  • Boost the carpooling or corporate carpooling.
  • Promote public transport, bicycles and electric mobility.
  • Quantify emissions and report the energy savings generated.

Tax benefits and public aid

The text provides tax deductions of up to 30% for companies that invest in mobility plans, charging facilities or digital solutions. In addition, help lines will be enabled for the Ministry of Transport and Sustainable Mobility for pilot corporate mobility projects.

Penalties for non-compliance

Companies that do not develop their Mobility Plan on time may face economic sanctions and to the loss of public subsidies related to sustainability. The law also provides for regular audits to assess the real impact of work travel.

Why carpooling is key to the new law

The text recognizes the corporate carpooling as one of the most effective tools for reducing emissions and costs. Encouraging employees to share cars on their daily commutes is considered a priority measure within the Sustainable Mobility Plans. This is where it comes in. TRIBBU: the app that allows companies to easily implement internal car sharing systems, manage routes and obtain verifiable energy savings data.
